PURPOSE OF THE EXPRESSION OF INTEREST
The Shire of East Pilbara is seeking
Expressions of Interest from suitably qualified and experienced individuals to
be appointed as one (1) Independent Presiding Member and one (1) Independent
Deputy Member of the Shire’s Audit, Risk and Improvement Committee (ARIC).
The Independent Deputy Member will be
required to attend and chair meetings of the Audit, Risk and Improvement
Committee only when the Independent Presiding Member cannot attend the meeting.
The establishment of the ARIC forms part
of the Shire’s transition to an audit committee model, which is consistent with
the Department of Local Government, Industry Regulation and Safety (DLGIRS) reform
agenda and industry best-practice guidance for audit, risk and improvement
oversight in Western Australian local government.
The ARIC replaces the former Audit Committee
model and has an expanded role, with a strengthened focus on risk management,
organisational improvement, governance and assurance.
OBLIGATIONS OF THE AUDIT, RISK AND IMPROVEMENT COMMITTEE
The Audit, Risk and Improvement Committee
is an advisory committee of Council. Its role is to provide independent advice
and assurance to Council in relation to:
- financial reporting
processes and external audit outcomes;
- the effectiveness
of the Shire’s risk management framework and internal controls;
- internal audit,
compliance and improvement activities;
- legislative
compliance, integrity and ethical governance; and
- organisational
performance and continuous improvement.
The Committee does not exercise delegated
authority or decision-making powers. Meetings are open to the public.
EXPRESSION OF INTEREST APPLICATION PROCESS
Prerequisites for consideration
Applicants must demonstrate:

substantial
experience in audit, risk management, governance, finance, law or a related
discipline;
·
a strong
understanding of public sector governance frameworks, with Western Australian
local government experience highly desirable;
·
experience on
boards, committees or advisory bodies (chairing experience is desirable);
·
the ability to
exercise independent judgement and provide objective, evidence-based advice;
·
high standards of
integrity, professionalism and ethical conduct; and
·
strong
communication and analytical skills.
Professional qualifications such as CA,
CPA, CIA, CISA, GAICD or similar are highly regarded.

relevant qualifications and experience;
- A short statement addressing the selection
criteria and the applicant’s suitability to contribute to (and potentially
lead) an Audit, Risk and Improvement Committee in a large, remote local
government context; and
- Referees should be made available upon
request.
